As dawn breaks over Seattle, a shocking crime scene unfolds with two uniformed officers and a plainclothes detective, Stan Boyle, lying shot. The officers fail to survive their injuries. Boyle's comrade, the determined Lt. Lon McQ, is convinced that local criminal mastermind Manuel Santiago is the puppeteer behind this brutal carnage.
