In the quaint, seemingly timeless town of Rockwell, Hawk Kodiak, a teenager freshly released from a juvenile facility, arrives with a past as troubled as the town's own. Carrying nothing more than a basketball, Hawk moves in with Eddie Palmer, a diner owner and unlikely guardian. As he assimilates into this unusual town, Hawk befriends a local, Joey Larch, and develops a connection with Colbie Palmer, Eddie's niece who becomes his chauffeur in this journey of transformation.
Hawk's arrival, however, stirs more than just the daily routines in Rockwell. He meets Johnny Stumbles, the lone survivor of a devastating bus accident that occurred seventeen years prior, an event that mysteriously froze time itself. Since that tragic day, the townsfolk of Rockwell have remained untouched by the passage of time, their lives suspended in a seemingly perpetual state of sameness.
As Hawk begins to unravel the truth, he discovers that his love for basketball could be the key to unlocking the temporal enigma. Teaming up with Joey and Johnny, the trio's passion for the game begins to trigger subtle shifts in the stagnant town. Yet, as the hands of time start to tick forward once more, the mystery surrounding Hawk's own identity deepens. Who really is Hawk Kodiak, and could he be the catalyst to bring Rockwell out of its timeless slumber?
