In the gritty underbelly of Busan, South Korea, two formidable arms traffickers, Kim Hyeok and Yeong-choon, share a bond as thick as blood. Despite their nefarious trade, their loyalty remains unscathed, even when confronted with the ghosts of their past. Hyeok, burdened by guilt and longing, spends relentless months in the desperate hunt for his estranged younger brother, Kim Cheol. Abandoned in their daring escape from North Korea, Cheol is a painful reminder of their mother's tragic fate, held captive and beaten to death in prison.
When Hyeok finally reunites with Cheol, the chasm of betrayal and loss separates them. Blaming his elder brother for their mother's death, Cheol keeps Hyeok at arm's length, choosing instead the righteous path of law enforcement. As Hyeok ventures to Thailand with the sly gangster Tae Min, he is blindsided by a crushing betrayal that lands him in a Thai prison. Back in Busan, Yeong-choon exacts brutal revenge on those who wronged his friend, leaving him wounded and wallowing in misery.
Three years later, Hyeok emerges from his prison shackles, returning to a world drastically altered. His younger brother is now a dedicated detective, entwined in the investigation of Tae Min, whereas Yeong-choon is shackled by his physical and emotional torment. Despite the obstacles, Hyeok vows to steer clear of his past life of crime, driven by the need to protect his distant brother.
However, his resolve is put to the test when Yeong-choon lures him into one final, perilous gig. Coincidentally, the operation falls under the jurisdiction of Officer Cheol, setting the stage for an explosive reunion. As the brothers' paths converge in a maelly of loyalty, treachery, and redemption, it's clear that they must face their haunted past to build a better tomorrow.
