Plot

In the grim shadows of the Department of Public Safety, we find the obsessive, borderline paranoid, registrant administrator Erroll Babbage. A corrosive force in the department, Babbage's aggressive methods of monitoring sex offenders have pushed him to the brink of an early retirement. With only eighteen days till his departure, he finds himself training his young and impressionable replacement, Allison Lowry. An unexpected twist ensues when Harriet Wells, a seventeen-year-old girl, mysteriously disappears in Babbage's jurisdiction. Driven by his hyper-vigilant instincts, Babbage is certain that one of his parole sex offenders is entangled in this disturbing event. However, his claims fall on the deaf ears of his superiors, thrusting him further into the maddening labyrinth of his suspicions. In a race against time, Babbage convinces the unsuspecting Lowry to join him on a chilling expedition into the sordid underbelly of society, a place riddled with pornography, perversion, and danger. Together, they must unravel a convoluted web of twisted details, striving to locate Harriet before it's too late. 'The Flock' is a harrowing tale of a dogged federal agent and his rookie replacement, entwined in a perilous hunt for a missing girl who they believe is the prey of a paroled sex offender. This narrative is not just a chase against time but also a struggle against institutional disbelief and their own personal demons.
