From inside his prison cell, Dalton Russell is coordinating the world's greatest bank robbery. Somehow, he has a connection on the outside. Somehow, he's outwitting the hostage negotiator, Keith Frazier. When Russell's men start taking hostages, Detective Frazier must work against the clock to break Russell's control over the situation.
