In the vibrant heart of New York City, amidst the hum of a struggling dance troupe led by the former ballerina Madame Lydia Basilova, we encounter two diametrically opposing talents - Judy and Bubbles. Judy, with her raw, untouched talent for ballet, is the secret gem in Madame Basilova's eye, her grace and class setting her apart from the cabaret-styled performances the troupe is typically known for. On the other hand, Bubbles, bedazzling with the kind of 'oomph' that entices spectators and especially men, enjoys the limelight and offers a stark contrast to Judy’s demure disposition. As Judy navigates the complexities of her own self-doubt, triggered by a secret observation of Steve Adams' contemporary ballet company, she finds herself caught in the tantalizing world of burlesque where Bubbles, now transforming into the solo headliner, Tiger Lily White, reigns supreme. In this unlikely setting, Judy's longing for a break in serious dance intensifies, all while being entangled in a personal rivalry with Bubbles over the charming and gallant, Jimmy Harris.
