City on Fire (1979)

In the heart of an unnamed Midwestern U.S. city, corruption seeps from its very pores, led by its morally bankrupt mayor, William Dudley. He permits a chemical refinery to be erected in the city's core, ludicrously distant from any body of water. The city swelters in the grip of a typical summer day when Herman Stover, a refinery worker teetering on the brink of madness, finds himself not only overlooked for a promotion but also jobless. He resolves to exact revenge on the refinery by unleashing a flood of gasoline and chemicals, turning the city's veins - its pipes and sewers - into conduits of destruction. Like a spark to a tinderbox, a fire ignites from this act of reckless defiance, triggering a domino effect of explosions that obliterates the refinery and casts a fiery mushroom cloud over the doomed city.
