Plot

Nestled in the picturesque French Alps, the Duchy of Grand Fenwick is a charming relic of bygone days, the smallest country in the world. This peaceful, joy-filled nation's livelihood solely depends on the export of its delectable wine, Pinot Grand Fenwick, to the United States. However, when an opportunistic Californian vintner begins to produce and sell a cheaper imitation of their cherished wine, Grand Fenwick's economy teeters on the edge of financial ruin. Left unanswered after three desperate protests to the US, Grand Fenwick's Prime Minister, Rupert of Mountjoy, conceives a wild solution: declare war on the US, lose promptly without a single casualty, and then bask in the generous financial aid the US is known to provide to defeated countries. With the approval of their monarch, the Grand Duchess Gloriana XII, they set their audacious plan into motion, betting their future on the certainty of their failure. The hapless yet endearing Tully Bascombe, Grand Fenwick's head forest ranger and grand constable, is chosen to lead this quirky mission. Alongside a small army of about twenty men armed with quaint longbows and arrows, they set sail from Marseilles to New York City, intending to surrender upon arrival. But when the US official dismisses their declaration of war as a gag, and an empty New York City leaves them with no one to surrender to, their plan spirals into disarray. The situation takes a dramatic twist when Tully stumbles upon the 'Q-Bomb' - a weapon of incomprehensible power, dwarfing even the h-bomb, under development for the US by the brilliant Doctor Alfred Kokintz. In a desperate bid to win the war, Tully kidnaps Dr. Kokintz, his beautiful daughter Helen, and the destructive Q-Bomb, catapulting the world into a global crisis and catapulting Grand Fenwick into the world's reluctant spotlight. As Tully finds himself falling for Helen and various countries offer their support in exchange for the Q-Bomb, even the most seasoned diplomats may struggle to untangle this international imbroglio, especially with the unpredictable Tully at its heart.
