In the politically charged atmosphere of the 1970s, a looming state visit to Canada by the Soviet leader stirs the quiet undercurrents of international intrigue and rivalry. Amidst this simmering tension, the Soviet Embassy uncovers a potentially catastrophic threat - Rudolf Henke, a Latvian immigrant bearing the bitter scars of Latvia's turbulent history under Soviet rule. Fearing an assassination attempt, the Soviets urge the Canadian authorities to take action.
In response, the Special Branch of the Royal Canadian Mounted Police assigns the unassuming yet capable Corporal Tim Shaver to this high-stakes task. His mission: to discreetly apprehend Henke, a risk to international harmony. The precarious balance of politics hangs in the balance - Canada cannot afford to publicly detain Henke without evidence, yet they must accommodate the Soviets to maintain diplomatic relations.
As Shaver stealthily infiltrates Henke's apartment, he is met with an unsettling sight - a record player spinning an eerie tune, a bathtub brimming with mystery, and a chilling trail of blood leading to an open window. But Henke is nowhere to be found.
The plot thickens when Shaver's mission takes an unexpected turn. The prisoner he was meant to seize has been kidnapped, ensnaring Shaver in a complex web of assassination schemes and political machinations. Time is running out as Shaver races against the clock to unravel this dangerous conspiracy and locate Henke before the Soviet leader sets foot on Canadian soil.
