In the labyrinthine underworld of New York, DEA agent Shane Tanner plays a dangerous game of deception. He is no ordinary agent, but the progeny of Dalton, a renowned cooler of yesteryears. When word reaches him that his uncle Nate Tanner has been assaulted by a gang of ruthless men for refusing to sell the Black Pelican, his clandestine bar in Tyree, Louisiana, Shane's world is turned upside down.
Leaving behind the shadows of New York, Shane ventures to Louisiana, seeking answers and justice. In his uncle's absence, he assumes control of the Black Pelican, igniting the wrath of former cooler, Bill "Wild Bill" Decarie. The bar's prime location, a perfect conduit for drug smuggling between Florida and Texas, has Wild Bill yearning for ownership. But Shane, steadfast and resilient, refuses to yield, fending off the relentless barrage of thugs dispatched by Bill.
Haunted by the unsolved murder of his father, Dalton, Shane is plagued with questions and a thirst for retribution. His past as a state trooper in Tyree is marred with the gruesome memory of finding Dalton fatally shot, an incident that propelled him into a life of law enforcement.
As Wild Bill's men prove incompetent, his boss, Victor Crost, a feared figure in Miami's crime syndicate, steps in to personally take control. Outnumbered and surrounded by enemies, Shane finds an unlikely ally in Beau Hampton, a local school teacher and regular patron of the Black Pelican. Together, they stand against the formidable forces of Victor, Wild Bill, and their nefarious organization, in a bid to cleanse Louisiana of its criminal infestation.
