In the shadowy underbelly of Los Angeles, a vengeful outcast, Buck Taylor, emerges from the ashes of his failed LAPD Academy tenure. He channels his pent-up rage and frustration towards society, embarking on a chilling killing spree. His victims? Ordinary citizens, their names plucked out of the mundanity of a local phone directory, falling prey to a deadly game of chance.
