In the shadowy outskirts of vibrant New Orleans, a horrifying accident occurs. A sewage tunnel ominously caves in, claiming the life of a worker. The city officials, however, are more engrossed in the possible ramifications on the city's crowning glory - the upcoming Mardi Gras in the French Quarter. This annual spectacle is Louisiana's tourist magnet, and any hint of danger could spark widespread panic.
Allison Beauchamp, tasked with overseeing public works in the city hall, finds herself torn between public safety and a city-wide celebration. She turns to her trusted confidant, the cautious geologist Matt Andrews. Haunted by a past accident he blames himself for, Matt embarks on a perilous investigation.
As another cave-in shudders through the city, Matt uncovers a chilling truth. An underground fire smoulders through peat layers in the tunnels, causing unpredictable sinkholes. The city stands on the precipice of danger, with the threat of collapse hanging over every street and house. With the influx of two million tourists for Mardi Gras, the risk multiplies exponentially.
Yet, as danger looms, city press secretary George Regan, aware of the mayor's likely evacuation decision, manipulates Matt's report. This deception allows Allison and the Mardi Gras committee to proceed with the festivities, unaware of the impending catastrophe. Thus, the city teeters on the edge of disaster, its fate hanging in the balance as the revelry of Mardi Gras unfolds.
