In the Shadow of the Moon (2019)

It's 1988, and the serial killer hunting the streets of Philadelphia defies some fundamental understandings of how serial killers work. Thomas Lockhart recognizes that if he solves the case himself, he'll certainly get promoted to detective. But the case would be enough to drive even the most veteran of detectives insane. Apart from the fact that these strings of murders recur every nine years, there seems to be little rhyme and reason connecting them together. The police have an image of the murderer from one of his victims, but Lockhart begins to uncover evidence that defies all rational reason.
