I Witness (2003)

In the bustling border town of Tijuana, American human rights crusader Jim Rhodes lands with a mission. His assignment: to ensure that the impending union elections at a maquiladora, a factory owned by a U.S. corporation, are conducted fairly. But the underbelly of Tijuana has other plans. In swift succession, an unprovoked police assault on the strikers sends shockwaves through the community. A chilling discovery of 27 peasants' bodies in a collapsed tunnel stirs up a storm of questions. To add to the growing chaos, two U.S. teen bikers mysteriously vanish. Drawn into the tangle of these events, Rhodes starts to probe, suspecting a sinister connection to the forthcoming elections. His investigation, however, is not without perils. He finds himself beaten, threatened by a drug lord's lawyer, and navigating murky waters where friend and foe are indistinguishable. The U.S. State Department representative, the U.S. Trade representative, and a steadfast local cop, Claudio Castillo, offer him assistance, but their loyalties remain enigmatic. In the heart of Tijuana, it all boils down to money. But whose fortune hangs in the balance, and at what price is Rhodes's life valued? As he delves deeper, Rhodes is embroiled in a deadly game where every move could be his last.
