In the heart of rural India resides Bhola (Sunil Shetty), a simple-minded, honest, and robust villager. Feeling the call of familial bonds, he embarks on a journey to the bustling city of Bombay, seeking his long-lost brother, Sunny (Saif Ali Khan). As fate would have it, he discovers Sunny confined behind the iron bars of a prison cell, serving time for a string of petty crimes.
Sunny, a con-man, a charismatic Roadside Romeo, and an audacious thief all rolled into one, sees an opportunity in Bhola's strength and innocence. He decides to exploit his brother's naivety for his own gains, although he eventually finds himself succumbing to Bhola's pure-heartedness. Alongside Sunny's girlfriend (Sonali Bendre) and Deepti, the brothers set off on a journey where love blossoms amidst the chaos, adding a romantic touch to their adventurous escapade.
However, as they trace their past and delve into their birth records, they stumble upon a shocking revelation — their birth was registered as "dead". The brothers are thrown into a terrifying labyrinth of conspiracy that leads them to their mother, Gayatri Devi (Beena), who is now the Chief Minister of the state. The plot thickens when they discover that Gayatri Devi's aide Sudharshan Sinha (Raza Murad), along with Jabbar (Mohan Joshi) and terrorist leader Aakal (Mukesh Rishi), are her arch-nemeses. They are hell-bent on bringing down her reign as she adamantly refuses to release Aakal's brothers who are in police custody for criminal activities.
