Plot

In the sun-drenched landscapes of the Southwest, Flapping Eagle, a man of spirit, albeit short on character, finds himself at the forefront of a mission. An Indian living on a reservation, he is fed up with his people's suffering and decides that it's time to cast a glaring spotlight on their plight. With the help of his companions - the aspiring journalist Eleven Snowflake, the dependable Lobo Jackson, and the scholarly Wounded Bear Mr. Smith, an expert in arcane laws and forgotten treaties - Flap sets out to challenge the status quo. Ann Looking Deer, who harbors feelings for Eleven Snowflake, and Mr. Storekeep, the proprietor of a ramshackle general store - a frequent haunt for Flap and his allies, are troubled by the potential consequences of such a defiant action. Their rendezvous, often fueled by shoddy bootleg whiskey, are filled with heated discussions and strategic planning, while in the midst of these brewing rebellions, Flap engages in futile attempts to tame 'H-Bomb,' a cantankerous, alcohol-addicted rodeo horse. In the midst of his tumultuous life, Flap finds solace in the arms of Dorothy Bluebell, his intermittent sweetheart who runs a local bordello. With the discovery of an overlooked clause in an 1884 treaty by Wounded Bear Mr. Smith, Flap commences his audacious battle against the oppressive 'Man.' His defiant acts soon transform him into a wanted fugitive, but another convenient clause in an 1853 treaty discovered by Wounded Bear Mr. Smith gives him a fighting chance. In a whirlwind of rebellion, Flap mounts his unyielding horse H-Bomb, intercepts a railroad, and even captures a helicopter, his actions providing an earnest indictment of the U.S. government's negligent treatment of his people. Flap's daring escapades symbolize the last great Indian uprising, a turbulent crusade against a long history of subjugation and neglect.
