In the shadowy underbelly of Los Angeles, black lawman Russell Steven is pulled into a treacherous labyrinth of narcotics, deception, and danger. Volunteering for a special anti-drug squad, he finds himself hunting the elusive kingpin of cocaine delivery to LA - the Columbian foreign minister's nephew. On his perilous journey from the bottom, Steven must earn the trust of David Jason, a shrewd lawyer and part-time drug dealer hankering for a transition to legal designer drugs. Steven's ambitious assistance is a welcome boon to Jason, who lacks the capital to make his shift. To maintain his veiled identity, Steven is compelled to tread territories no officer has dared before. He must not only buy drugs but sell them too, and maybe even eliminate a competitor, blurring the line between the law and the lawless. As he delves deeper into this clandestine world, Steven grapples with an existential crisis, wrestling with matters of race, identity, and the disturbing hypocrisy that permeates his brutal and alienating investigation.
