In the shadow of his renowned war-aviator brother Jerry, young Mickey Lofton cherishes a burning aspiration to soar the skies as a pilot. However, a deep-seated fear of thunderstorms, a lingering haunt from his boyhood, hampers his attempt to join the prestigious Canadian Air Corps. Meanwhile, Jerry, now a respected captain in the U.S. Department of Justice, is bestowed with the daunting task of infiltrating and dismantling a notorious gang of border oil smugglers. As fate would have it, Jerry's path crosses with Raoul McGuire, a member of the very gang he is assigned to expose. Through the unsuspecting bond that forms, Jerry manages to infiltrate the gang's inner circle, unbeknownst to them, serving justice from within.
