Chill Factor (1999)

In the sleepy town of Jerome, Montana, an ominous shadow looms over the peaceful fly-fishing sessions of Dr. Richard Long and local diner worker, Tim Mason. A decade earlier, a clandestine military experiment led by Long on a remote Pacific island spiralled out of control, resulting in the deaths of eighteen servicemen. The tragedy was pinned on Colonel Andrew Brynner, a military officer who found himself serving a decade-long sentence in Leavenworth Federal Prison as a scapegoat for Long's disastrous experiment. Now, Brynner is a liberated man with a cold vendetta burning in his heart. Assembling a team of ruthless terrorists, including the steely Vaughn, he plots to steal 'Elvis' - a highly unstable, blue crystal substance developed by Long. This lethal biological weapon, capable of vaporizing an area of several hundred miles if its temperature rises above fifty degrees Fahrenheit, is intended to be sold to the highest international bidder. However, Brynner's plans hit a snag when Long, before his untimely death, entrusts 'Elvis' to the unsuspecting Mason, paired with a dire warning of its volatile nature. Mason, along with Arlo - a wisecracking ice-cream truck driver - are forced into a deadly game of cat and mouse with Brynner and his mercenaries. The duo's initial discord, sparked when Mason coerces Arlo into transporting 'Elvis' in his ice-cream truck, gradually transforms into a mutual understanding as they embark on a desperate race against time to reach Fort Magruder. All the while, they must maintain the cool temperature of their lethal cargo and evade the relentless pursuit of Brynner, whose icy determination to reclaim the substance threatens to plunge their world into catastrophic chaos.
