In the chilling depths of criminality, Whitman, a deranged zealot turned murderer, is apprehended by the astute Inspector Morell. Morell's past as a seminarian gives him unique religious insight that proves crucial in trapping the fanatical assassin. Whitman's unholy crusade ends with a death sentence, but fate intervenes as a covert government faction liberates him, intending to mold him into their personal lethal weapon.
The plan backfires when Whitman breaks free, hell-bent on settling scores with those who attempted to halt his divine mission. His vengeful list includes the jury, the judge, and notably, the district attorney, who shares a romantic past with Morrell.
As the bodies pile up, Morrell discerns the familiar, sinister signature of Whitman's craftsmanship. But how can that be when Whitman is supposedly dead? A man claiming to be an FBI agent, and the mastermind behind Whitman's recruitment, insists they are dealing with an imitator. Yet, Morrell struggles to believe anyone but Whitman could be behind this new reign of terror.
