In the throes of the Wild West, Hammond, a stagecoach line proprietor and influential town figure, vehemently opposes Idaho's potential statehood. His iron-fisted control is threatened when Randolph Meredith, the town's newspaper owner, openly advocates for the state change. Fearful of losing his power, Hammond ruthlessly extinguishes Meredith's life. However, the flame of rebellion is not so easily snuffed out. Barbara, Meredith's whip-savvy and pistol-adept sister, emerges from the shadows to continue her brother's fight. Enshrouded in a cloak of black and a mask to match, she transforms into "The Black Whip." Each vile act Hammond and his cronies commit to maintain their stranglehold on the town is met with a fierce reprisal from this masked avenger. Barbara's fight for justice is not a solitary one. She finds an ally in Vic Gordon, a dedicated government agent. Together, they face down Hammond, culminating in a high-stakes showdown as the town stands on the precipice of a vote that could forever change their fate. Their battle echoes the town's struggle, a vivid tableau of power, freedom, and the indomitable spirit of justice.
