When Justice Fails (1999)

In the gritty landscape of the NYPD, two recently partnered Homicide detectives, Tom Chaney and Rod Lambeau, find themselves navigating a labyrinth of crime. Both considered outsiders, Tom due to his allegiance to his discredited ex-partner, and Rod as a result of his open homosexuality. Their first assignment throws them into a chilling investigation of two separate murders, each victim previously acquitted of violent sexual assault charges. The eerie similarities in the murders point towards a ritualistic act - both victims were poisoned then had their hair bizarrely shorn. At the heart of this intricate puzzle is D.A. Aided by her loyal friend and interpreter, Josh Kane, Katy navigates the treacherous waters of the investigation.
