Welcome to the quaint, ostensibly peaceful town of Timpelbach, nestled in the heartland of Germany's enchanting landscapes. But don't be deceived by its tranquil facade - the town's tranquility is frequently shattered by the mischievous antics of its younger inhabitants. The children of Timpelbach, notorious for their relentless pranks and tricks, have divided into two gangs, their antics wreaking havoc on both their peers and their exasperated parents, the hapless victims of their relentless mischief. The adults, weary and unable to regain control, decide on a drastic course of action forged out of desperation. They persuade the mayor to declare a state of emergency, and collectively, they abandon the town, leaving behind a cryptic note for the youth, entrusting the responsibility of the town to them. However, their plans to return are thwarted by a rogue general, Igor, whose unexpected intervention blocks their path home. In the wake of their departure, Timpelbach transforms into a playground for mischief, much to the delight of the bully gang leader, Oscar. He relishes in the absence of his abusive father and anticipates a reign of terror, expecting to seize unchecked control over the parentless town. However, he finds himself facing an unexpected resistance. Manfred, Marianne, and a handful of brave children, driven by their love for animals and a desire for order, rise to the challenge. They refuse to succumb to Oscar's tyranny and embark on a daring mission to regain control of their village, setting the stage for a battle of wills in the heart of Timpelbach.
