In a parallel universe Japan, simmering tensions bubble within the labyrinthine urban landscape, home to a mosaic of territorial street factions collectively known as the Tokyo Tribes. Merra, the merciless leader of the Bukuro-based Wu-Ronz tribe, partners with Buppa, the town's most brutal gangster. Their malevolent alliance is fueled by one ambition: to ignite a city-wide war and conquer all of Tokyo. Beneath the neon haze, the first sparks of conflict are struck when Merra targets Kai, a beloved member of the rival Musashino Saru tribe, for assassination.
