In a period of tumultuous transition, China's new constitutional government is beset by defiant regional warlords, exploiting the chaos to undermine the budding authority. An honorable chieftain, loyal to the state, divulges a secret document - a coded blueprint of the warlords' treacherous designs - to the local law enforcement. The town's police chief, the virtuous Hu, becomes the custodian of this explosive knowledge.
