Plot

In the year 2116, Japan stands as a beacon of stability amidst a world in chaos, thanks in large part to the Sibyl System – a sophisticated bio-computer surveillance mechanism installed to maintain law and order, skillfully replacing the police and subtly overtaking various governmental roles. Its unmatched rationality and efficiency have propelled Japan into a state of tranquility, a stark contrast to the unrest that plagues the rest of the world. In an unprecedented move, the Japanese government has agreed to export this groundbreaking system to the South East Asia Union (SEAUn), a neighbor seared by the flames of a relentless civil war. The reigning military government, seeking to restore peace and quell the rebel forces, sees the Sibyl System as a beacon of hope. This experiment will test the system's adaptability and effectiveness outside the pacifist borders of Japan. As the world watches, a small cadre of SEAUn rebels infiltrates Japan, only to be intercepted by Inspector Tsunemori and her team. In the ensuing chaos, one rebel is captured and subjected to a forced brain-scan, revealing a startling truth – Shinya Kogami, Tsunemori's former enforcer turned rogue, is now a leading figure in the rebellion. Determined to find and apprehend Kogami, Tsunemori requests to be sent alone to Shambala Float, the current capital of SEAUn. Under the guise of inspecting the newly implemented Sibyl System, she embarks on a perilous journey, leaving the serenity of Japan for a land where violence is as common as the rising sun. Unbeknownst to her, a deadly mercenary group is dispatched with a single objective – to eliminate Kogami, even if it means collateral damage in the form of Tsunemori. In a world where unmanned Sibyl System drones are being exported and the system's reach is expanding, Tsunemori must navigate the tumultuous terrain of Shambala Float, uncover the truth, and bring justice to this new battleground. As the line between peace and chaos blurs, the true measure of the Sibyl System's power, and Tsunemori's resolve, will be tested like never before.
