As the 19th century draws to a close in Hong Kong, a battle rages not on land, but on the tumultuous waters. The British may hold dominion over the land, but it's the audacious pirates who hold sway over the sea. Despite the reluctant financial support given to the Coast Guard, their war against these seafaring marauders is far from victorious. This struggle is further complicated by the pirates' deep-rooted corruption within the government, their tentacles of bribery reaching into the very heart of the establishment, seeking every opportunity to stifle the Coast Guard's valiant efforts. Caught in the eye of this storm is Coast Guard officer Dragon Ma, a man steadfast in his resolve not to let his beloved Coast Guard become a laughing stock. With the Hong Kong navy floundering in their futile attempts to quell the pirates, it becomes increasingly clear that the onus of victory lies on the shoulders of this one man. Enter Sergeant Lung, also known as Jackie Chan, a man determined to seize the reins of this seemingly hopeless fight. It's up to him to navigate the treacherous waters of deception and corruption, armed only with his courage and a burning desire for justice. Can they reclaim the sea from the clutches of the pirates and restore the dignity of the Coast Guard? The tide of time waits for no man, and the dawn of the 20th century looms large over this epic struggle.
