Plot

In a city teeming with secrets, Los Angeles detective Joe Garvey is a man numbed by a personal tragedy. Once a beacon of compassion, the untimely deaths of his wife and daughter at the hands of a drunk driver four years ago have left a frosty void where his heart used to be. His latest assignment, however, stirs something within him: the perplexing murder of Pamela Hanley, a 24-year-old eminent ballet dancer, who fell victim to an unseen assailant during a performance. Joe's investigation leads him to Pamela’s apartment and into the life of her enigmatic 14-year-old sister, Tinsel. Initially uncooperative, Tinsel's vulnerability resonates with Joe, reminding him of his own loss. When her life too is threatened, the protective instincts he thought long-dead reignite, prompting Joe to shield her within his own home. As the unlikely duo begin to form a bond, Tinsel slowly peels back her protective layers, revealing crucial information about a videotape that could potentially blow the case wide open. The tape harbors damning evidence against the city's police chief, Frank McCay, exposing his clandestine operation that eliminates freed killers. As Joe grapples with this explosive revelation, he's haunted by a question: could McCay's vigilante justice have ensnared innocent Pamela in its net? The further he delves into the mystery, the more he finds himself returning to the compassionate man he once was. Amidst a web of deceit, murder, and unexpected alliances, Joe is faced with the prospect of not only solving the case but also thawing the icy depths of his heart.
