In the heart of the city, a cunning racketeer establishes an employment agency, puppeteered by his loyal henchmen. The agency, a wolf in sheep's clothing, collects a hefty percentage from each new employee's initial month's wages. The operation runs like a well-oiled machine, with the last round of hires being dismissed to make way for fresh ones, repeating this cycle of deceit month after month. The echo of disgruntled laborers' complaints finally reaches the vigilant ears of the District Attorney, igniting the spark of justice. With the help of Tom Neal, a young laborer who has tasted the bitter pill of the racketeer's scheming first hand, the District Attorney steps into the fray. Amidst a backdrop of chaos and a chilling murder, they aim to dismantle this corrupt employment agency and chase the gangster out of the business, bringing an end to this ruthless cycle of exploitation.
