In the rustic heart of Cherokee City, a band of courageous ranchers led by Roy Rogers and his stalwarts Frog Millhouse, Gabby Whittaker, and the Sons of the Pioneers face a monumental challenge. The ranchers are burdened by exorbitant charges for transporting their cattle to market, a predicament orchestrated by the ruthless trucking magnate, Ross Lambert. As Lambert's rates soar, Roy hatches a daring plan to engage the services of old Colonel Silas Popen, a riverboat owner, in hopes of bypassing Lambert's monopoly. However, the task is not as simple as it seems. They must tread delicately as Popen harbors a deep-rooted fear of the wild west, a fact they glean from a warning by James Barabee, the head of the cattleman's association. Lambert, with his henchmen Cully Bronson, intercepts this information and masterminds a devious plan to paint Cherokee City as a lawless land, hoping to deter Popen from extending his steamboat services. Adding fuel to the fire, Lambert's gang sets the steamboat ablaze and brilliantly rustles the cattle, hiding them in a secret haven - an underground cave veiled by a cascading waterfall. The plot thickens as Mary Lou, Popen's vibrant daughter, stumbles upon the hidden lair. With the odds stacked against them, it's up to Roy and his comrades to outwit Lambert's gang, recover the stolen cattle, and save their beloved city.
