Immersed in the intoxicating chaos of 1957 Havana, the "Sin Capital of the World," a young, idealistic cop, Ruben Velez, finds himself caught in a whirlwind of vice - a city pulsing with mafia-controlled nightclubs, rampant drugs, sex, and gambling.
