In the wake of Oliver Cromwell's revolution, 16-year-old Amber St. Clair finds herself discontent in the austere confines of her Puritanical foster parents' home. As the House of Stuart ascends to the British throne in 1660, Amber's life takes a dramatic turn. With the hesitant "patronage" of Bruce Carlton, she departs for the whirlwind life of London, initiating a journey of passion, power and manipulation.
Amber's path is marked by numerous patrons, each a stepping stone in her audacious climb to the top. But when Carlton is called away for privateering business in the Colonies, Amber finds herself swindled and penniless. Her resilience is tested as she battles prison life, conceives Carlton's child behind bars, and escapes with the help of Black Jack Mallard, a cunning highwayman. Thrust into a life of illicit activities and deceptive games, she maneuvers her way through a labyrinth of intrigue and danger.
As fate would have it, Amber is apprehended by Captain Rex Morgan, who, seduced by her charms, introduces her to the world of theatre under the King's protection. It is here that Amber's allure ensnares the heart of King Charles II and the Earl of Radcliffe. She marries the Earl, basking in the glow of royal favoritism, yet her heart yearns for the absent Carlton.
When Carlton returns from Virginia, Amber's world is thrown into chaos. From the revelation of their secret child to a deadly duel and a scandalous attempt to compromise Carlton's wife, Amber's schemes spiral out of control. The King, tired of her antics, withdraws his favor, leaving Amber grappling with the consequences of her actions.
As Carlton departs for America with their son, Amber's star seems to dim. Yet, even as she is reduced to dining with the King's equerry, she remains undeterred. Forever Amber, she is a woman who refuses to be kept down, for she knows that every new dawn brings with it another chance to rise.
