In the shadow of the impending inauguration of Empress Wu Zetian, the first female ruler of China, a monumental 66-meter-high Buddha statue is being erected amidst a tumultuous sea of objections and conspiracies. As the year 689 A.D. etches deeper into history, a bizarre event sends tremors of fear through the labor force. The chief engineer, responsible for the colossal project, meets an untimely and inexplicable death by spontaneous combustion, following the removal of good luck charms from the structure's mainstay. Haunted by superstition, the workers tremble as another investigator suffers a similar fate after meddling with the sacred amulets. In a desperate bid to unravel this chilling mystery, Empress Wu entrusts her faithful aide, Shangguan Jing'er, to free the exiled Detective Dee from his shackles. Tasked with joining forces with Jing'er and the surviving investigator Pei Donglai, Dee steps into a labyrinth of intrigue and danger.
