Plot
In the hustle and bustle of the city, Charlie, a good-hearted vagabond, finds himself awakening from his makeshift outdoor abode, lured by the tantalizing aroma of sizzling sausages from a hot-dog stand. His humble existence is a flurry of comical encounters with the local law enforcement, who begrudge his crafty efforts to fill his stomach without parting with his scarce pennies.
Meanwhile, in a vacant lot that Charlie calls home, he stumbles upon Scraps, a beleaguered canine, fending off a pack of strays. A bond forms between the two outcasts, their shared hunger and spirit of survival leading them on a daring sausage heist from a local lunch wagon.
Destiny then takes them to a lively dance hall, where they encounter Edna, a stunning cabaret singer. She is a reluctant entertainer to the boisterous patrons, her soul yearning for compassion and warmth. Charlie, however, is promptly ejected from the hall for his inability to pay, leaving a connection unexplored.
In a twist of fate, Scraps unearths a wallet, brimming with cash - the ill-gotten gains of local crooks buried for safekeeping. Seizing this opportunity, Charlie and Scraps return to the dance hall, only to discover Edna jobless. As the wallet changes hands in a frantic chase between Charlie and the crooks, an unexpected friendship blossoms.
