Set in the near future of 2023, Tokyo is on the brink of an environmental revolution led by Prime Minister Eiichi Higashiyama (Toru Nakamura). He champions an innovative pollution-reduction scheme, COMS, which proposes to liquefy and store pollutants in the seabed's crevasses.
