Plot

Set in the near future of 2023, Tokyo is on the brink of an environmental revolution led by Prime Minister Eiichi Higashiyama (Toru Nakamura). He champions an innovative pollution-reduction scheme, COMS, which proposes to liquefy and store pollutants in the seabed's crevasses. Assembling a team of bright, youthful bureaucrats, he instigates the Japan Future Promotion Conference, a platform dedicated to safeguarding Japan's future. Among these forward-thinkers are Keishi Amami (Shun Oguri) of the Ministry of the Environment, and Koichi Tokiwa (Kenichi Matsuyama) from the Ministry of Economy, Trade, and Industry. However, their grand plans are thrown into disarray when Yusuke Tadokoro's (Teruyuki Kagawa) unsettling article appears in a weekly magazine, sending shockwaves through the nation. The explosive piece warns of the imminent sinking of the Kanto region, triggering waves of public protests and widespread panic. To quell the rising tide of fear, Amami seeks out Tadokoro, only to be met with harrowing predictions of the Izu Peninsula's impending submersion as a harbinger of the Kanto region's doom. Amidst this looming catastrophe, weekly magazine reporter Minori Shiina (Anne Watanabe) approaches Amami with allegations of corruption intertwining a prominent company and the Ministry of Environment. As Amami grapples with these mounting pressures, he seeks solace in his hobby, scuba diving, alongside Tokiwa.
