Languishing in the underbelly of city life, Wheely, once a spirited rookie racer, now finds himself navigating the gritty streets as a downtown taxi. His dreams of speed and glory were dashed in a catastrophic crash, a misfortune orchestrated by his well-meaning but woefully misguided friend-turned-Feng Shui fanatic, Putt Putt. Burdened by a mountain of debt and a bruised ego, Wheely's life takes an unexpected turn as he crosses paths with Bella, a resplendent supermodel from society's glittering pinnacle. Despite her high-society beau, Bella is beguiled by Wheely's rough-around-the-edges charm and street-smart wit. However, before their connection can deepen, Bella's pompous boyfriend Ben throws a wrench in the works. As if this love triangle wasn't problematic enough, a darker threat looms.
