In the waning years of the 70s, Kenneth Bianchi, a man marked by dysfunction, lives under the watchful eye of his mother, his dreams consumed by a burning obsession to join the police force. When his ambitions are thwarted, his mother maneuvers him into the sinister world of his cousin, Angelo Buono, in the city of dreams - Los Angeles. Despite his relentless attempts, Kenneth is met with rejection by the LAPD, leading Angelo to lure him into the shadowy realm of the prostitution business. Ensnaring two innocents from Tucson into their web, they initiate their operations. However, their venture crumbles when competitors wreak havoc on their business and rob them of their earnings. Consumed by frustration, Kenneth and Angelo orchestrate a chilling act of revenge against a prostitute, with Kenneth discovering a macabre pleasure in her demise. Succumbing to this dark addiction, the sinister duo embark on a chilling spree, their targets shifting from prostitutes to lone women. The city's hills become their gruesome stage, each murder more terrifying than the last, as they plunge deeper into their deadly obsession.
