In the bustling Tsukiji Fish Market, Yuta, a youthful prodigy, mistakenly tumbles his seafood assortment into the mystical Sumida River. Following this innocuous blunder, Tokyo witnesses an extraordinary spectacle as a titanic, mutated squid creature ascends from the abyss, unleashing havoc on the stunned cityscape. The valiant efforts of the Japan Self-Defense Forces to subdue this marine terror prove tragically impotent. Just when despair seems to permeate the air, another behemoth, an octopus monster of equal enormity, emerges from the oceanic depths, instigating a clash of leviathans that further terrorizes Tokyo. In a desperate bid to salvage the situation, the government establishes the "Seafood Monster Attack Team (SMAT)", and a fresh strategy for combat is swiftly deployed.
