Hard Rain (1998)

In the tempest-tossed town of Huntingburg, a monstrous flood threatens to unleash chaos, provoked by a dam failure unable to hold back the relentless storm. Amidst the swirling waters, Tom, an armored truck guard, and his Uncle Charlie find themselves stranded in their vehicle, tasked with safeguarding three million dollars as the town's inhabitants evacuate. Their isolation is shattered when they fall prey to Jim and his ruthless gang. A tragic mishap results in Charlie's death, and in the ensuing chaos, Tom manages to vanish with the money, stashing it within the solemn confines of the local cemetery. His fleeting respite is disrupted as he becomes the hunted, pursued relentlessly by Jim and his men. Seeking sanctuary in a church, Tom's world spins as he's knocked unconscious, only to awaken in a water-filled cell. He finds an unlikely ally in Karen, a restorer who initially mistakes him for a looter, while the town's Sheriff Mike Collins and his Deputy undertake investigations into Tom's claims. A suspenseful chain of events unfolds as Karen, escaping Officer Phil's attempt to evacuate her, returns to the church, rescuing Tom from his watery prison. Compelled by survival, Tom plans to retrieve a shotgun from the submerged armored truck, but is captured by Jim's gang. His world crumbles as he discovers Charlie's betrayal and the Sheriff's sinister plans to claim the hidden fortune. A desperate race against time, the elements, and a town filled with treachery ensues. Tom and Karen, caught in the crossfire of greed and survival, must outwit both the corrupt Sheriff and Jim's relentless gang. As the rain continues to pour, the line between friend and foe blurs, with the fate of three million dollars hanging precariously in the balance of the storm-ravaged town.
