Brotherhood of the Rose (1989)

Adopted from an orphanage at a tender age, Saul (also known as Romulus) and Chris (also known as Remus) are molded into exceptional CIA agents under the hawk-eyed tutelage of the enigmatic John Elliot, a top CIA operative. Unbeknownst to them, they are mere cogs in Elliot's grand machination - a private army of elite agents, conditioned from childhood to execute his secretive missions. Their lives take a tumultuous turn when Saul, fatigued from a series of unsuccessful missions, is assigned to eliminate five men, while Chris, seeking redemption in a monastery, is tasked with assassinating a person.
