Bad Company (1995)

In the shadowy arena of espionage and deceit, Nelson Crowe finds himself ensnared by the CIA over a contentious $50,000 gold delivery. Trapped in a web of manipulation, he is compelled to infiltrate the Grimes Organization, a covert enterprise that trades in secrets and blackmails influential figures. Alongside Margaret Wells, another ex-CIA operative, Crowe embarks on a dangerous game, coercing a State Supreme Court judge. But their carefully laid plans curdle, drawing the attention of Tod Stapp, Crowe's colleague, who uncovers Crowe's clandestine CIA mission to topple Grimes.
