Wag the Dog (1997)

The President of the United States is caught making advances towards an underage girl in the midst of election season. A professional spin doctor named Conrad Brean and one of the president's aides have to come up with a way to distract from the scandal. Conrad devises an outlandish plot to create a fictional war with Albania. He recruits people from Hollywood to act as war heroes, victims, and even cable broadcasters. The made-up war is played on television as the truth.
