Unthinkable (2010)

Members of the U.S. government are sent a video tape as a threat. In it, a man records himself in three bombs each of which is teased as containing a nuclear bomb. The man, Steven Arthur Young, gives himself up willingly but demands a full withdrawal of U.S. military forces from all Islamic states. An FBI agent is sent out to investigate the bombs and discover their locations, while a CIA agent is given the task of breaking Steven. But time is ticking down, and Steven seems no closer to breaking. Giving in means utterly rewriting U.S. foreign policy, but a single explosion could lead to a disaster on a scale yet unseen.
