The Siege (1998)

FBI Agent Anthony Hubbard works with his partner, Frank Haddad, to fight back against an increasingly volatile and aggressive cell of terrorists that are engaged in a variety of attacks across New York City. The attacks escalate to include bus bombings and attacks on a Broadway show, eventually culminating in the bombing of an FBI building. As a result, Congress cracks down on the rights of Middle Eastern Americans throughout New York City. Haddad and Hubbard are both forced to make difficult choices, balancing their friendship and loyalty to America against the obvious attacks of civil rights on their fellow citizens.
