Plot

In the sun-parched township of Paradise, Arizona, a nefarious web of corruption and land fraud weaves through its core, silently fattening the pockets of a privileged few. Victor, a native-American, inflamed by the injustice and deception, embarks on a chilling mission of retribution. Armed with a deadly crossbow, he becomes a phantom hunter, stalking and eliminating two local lawmen in cold blood. His chilling manifesto: the affluent must pay a million-dollar ransom within a day or face death. In this affluent den, the Mayor and Sheriff, both partakers of the underhand dealings, are rattled. The Chief of Police, Haliburton, and local tycoon William Whitaker, decide to keep the crisis under wraps, wary of the unwelcome exposure of their land scams. They rope in private security investigator, Nick McCormick. He advises a covert payout to quench Victor's wrath. The town, home to the country's largest number of millionaires, resonates with agreement. The local media brands them a 'white-collar mafia', silently complying with Victor's demands while protecting their dirty secrets. Whitaker, entrusted with the delivery of the ransom at the ominous Devil's Mountain, cunningly replaces the cash with blank paper. The drop spirals into chaos as Whitaker’s attempt to kill Victor backfires. Victor escapes, his thirst for justice unsatisfied. Unleashing a wave of terror, Victor targets more wealthy citizens and brazenly infiltrates Whitaker's heavily fortified mansion. He captures Whitaker and ups his demand to four million dollars. Victor's reign of terror climaxes at an old-west themed parade where the Mayor meets his grisly end, courtesy of Victor's scoped crossbow. Policemen and locals scramble in pursuit but Victor eludes them once again. The ransom, now quadrupled, is airlifted to Devil's Mountain by a resolute Whitaker, who is hell-bent on eliminating Victor. McCormick and a hired Tracker follow suit, ready to swoop in if needed. But as they soon discover, nothing unfolds as planned in this deadly game of cat and mouse.
