Small Soldiers (1998)

The Commando Elite and Gorgonite toys look just like any other brand of action figures, but they have the unique ability to talk — and it's more than just canned phrases. The secret powering this unique feature is based in military technology. Unfortunately, these chips are more sophisticated than the toy makers realized, and soon the action figures have gone rogue and are terrorizing a small town. But while the Commando Elite figurines are hostile, the Gorgonites are good guys. A group of plucky kids will need to work with them to liberate their town and rid it of the tiny menace.
