In a world of espionage and deceit, veteran FBI agent Roy Parmenter has spent the last two decades in a relentless pursuit. His mission: to track down Scuba, the elusive Russian spy responsible for the death of his partner. As Scuba embarks on a chilling game of extortion and retribution, he begins to eliminate deep cover Russian agents one by one, signaling his deadly intent to the Soviets. In sunny San Diego, Parmenter's duties extend beyond the hunt for Scuba. He conducts background checks on individuals applying for roles requiring high-level security clearance. It is during one of these routine investigations that he stumbles upon Jeffrey Grant, a bright-eyed high school student with dreams of attending the Air Force Academy. However, when Parmenter discovers that Jeffrey's parents' information is fabricated, he is thrust into a tangled web of intrigue. As Parmenter delves deeper, he realizes the extent of the deception - Jeffrey's parents are 'sleepers', Russian agents living under deep cover, awaiting orders. Now, he must delicately navigate this precarious situation, determining if Jeffrey himself has been molded into a spy while striving to shield the family from harm. Meanwhile, the Soviets, threatened by Scuba's escalating violence, dispatch their own seasoned agent, Karpov, to San Diego in an attempt to reel in the rogue spy. This sets the stage for a high-stakes game of cat and mouse, where alliances are fluid and trust is a luxury neither side can afford. As these parallel quests converge, Parmenter finds himself in a race against time, poised on the edge of an abyss that could engulf not just himself, but also Jeffrey and his family.
