Plot

In the heart of the city, the eccentric Count Screwloose and his sidekick, J.R., the Wonder Dog, drum up a tantalizing $10,000 swing contest. Their intentions are less than noble, as they plan to abscond with the contestants' registration fees. However, a formidable figure from the "Citizens for Fair Play" ensures their scheme is thwarted. The competition attracts an unconventional array of performers - a melodious hippo, a deceptive "Mother Goose," who morphs from an elderly woman into a stunning damsel, and a flamboyant ostrich whose fan-dance captivates the audience. All the while, a pair of cheeky penguins provide relentless commentary, adding to the chaos. With the ostrich's popularity soaring, Screwloose's anxiety spikes, and a desperate plan hatches. He disguises J.R. as the ostrich in an audacious attempt to manipulate the contest result, only for the mischievous penguins to play detective, using a box of sausages to unmask the canine imposter. The outraged crowd chases Screwloose and J.R. out of town, where they leap aboard a departing train, only to find their penguin hecklers ready for the next round of their uproarious adventure.
