In the shadowy underbelly of the city, where the corrupt rule and the innocent suffer, dwells a single beacon of hope - Arthur Poppington, an unassuming public works flag bearer. By day, he is confined by the mundane, under the watchful eyes of his friend and quiet guardian, Paul Carter, who only sees him as mentally slow. As Arthur, armed with nothing but courage and conviction, embraces his mission to rid the world of the elusive Captain Industry, he remains obliviously ensnared in Kristic's crosshairs.
