Candyman (1992)

Helen is a graduate student writing a thesis on urban legends. When she hears about the legend of Candyman, a man whose hand is a hook and who is supposed to appear after you say "Candyman" in the mirror several times, she and her friend Bernadette visit the Cabrini-Green housing project in Chicago, where the legend flourishes, to investigate. As a series of gruesome murders unfold and Helen learns more about Candyman, it becomes increasingly apparent that there may be far more to the legend than a mere story and superstition.
